well...sure...but:

- Alcuin is not coining the saying; he's pretty obviously commenting critically on a saying already current in his day. The wide currency of the saying suggests that most people spreading it, thought favorably of it.

- Alcuin was a deacon in holy orders, in a Church that had become profoundly hostile to popular election of its bishops. What position would you expect him to take regarding any popular vote?

@marthews good point. looking at other uses, via google and IA fulltext search, makes me think it is a bit of a study project as to how it was used and over time.
